I don't know how you obtained ntpd what config you use as a starting 
point, but in my experience with distributions like SuSE Linux there 
already is a well-commented ntp.conf installed when you install the ntpd 
package, and about the only thing you need to do is find the "server" 
section and add a couple of reference servers.
You can use "peer" instead of "server" to config a peer, but for normal 
situations it would not be an issue.  Secure peers even less.
It is even possible to do the configuration from YaST.  In that case you 
only need to enter the server IP addresses and it will modify the ntp.conf

More important is the addition of a "ulimit -l 8192" to the startup 
script, and to remember to add it again whenever SuSE decides to send an 
online update of ntpd.
