Come on. Let's keep this civil.

While I agree that one should check ones OWN ISPs servers, your example has you
pulling from ISPs furthest from you NOT closest to you. Basically you are
pulling from an ISP you're not paying for.

Also I've looked at my ISPs ntp servers. The reason I won't use them is that
they are not properly configured. I say this because they only have 2 sources
when I do "ntpq -pn my.isp.server". You should mention what is a "good" server
is (which is a whole article in itself). 4 servers is the bare minimum. I keep 9
active servers in my ntp.conf. Brad had a whole discussion posted somewhere on 
this.

Step 3 is where you get into trouble. You're telling people that it's ok to use
ANY server that someone else is using. The problem with this is that some
require you to contact them first. You're basically saying, "Don't worry about
the cost that the server provider incurs." Not cool, IMO.

There's an underlying issue that I what to get to. Why do people need to be a
st2 server? I used to think that to run a pool server that I HAD to connect to
st1 servers. It's the same mindset that is causing st1 servers to go offline. If
a person REALLY needs to connect to a st1 then it's worth their expense of
running an st1 themselves. If not, being an st3/4 server is fine. Just pick the
9 servers with the lowest delay with offset and jitter <10-15.

Finally you CAN have more servers without actually impacting them or yourself 
much.

server ip noselect maxpoll 12 minpoll 7
noselct prevent your ntp from choosing it as a server. Prevents unstable ntp.
maxpoll you know lengthens the poll max.
minpoll lengthens the poll min. Also a nice thing to do for servers that you
want to "monitor".
