Sure, but its going to cost money to run your own NTP servers. If the
capital cost (these are depreciating assets, after all) + set-up cost +
present-value running costs exceeds present-value savings, then it
doesn't make sense. I'm guessing it does, and considering how few (if
any?) ISPs have done this, I think they agree.
