It's not so much those ignorant ntp users that are at fault, it's your isp that should know better. This kind of problems (similar, though not with ntp) made me move to a modest sized isp with high technical skills a few years ago. Although they have an active anti-abuse department, they don't bother their customers with this kind of whining. They know about udp and firewalling, they know what ntp is, guess they know about the pool. I'm in nl, but I'm sure there are quality isp's in your country too.
