Well, IMHO the very limited functionality in the NTP protocol to find
out anything about the systems using the protocol (even more the clients
than the servers) is a major limitation.
As it is, we have little or no possibility to track down users and
abusers and inform them about errors in their configuration.

I would wish it was possible to query for contact information.  On a
server, it can be done by setting some variables.  But it will easily
lead to larger packets.
