I'll blame the network for a single sample spike. When a link gets near saturated in one direction the router will buffer (and delay) some packets. Half of the difference with your normal network delay will show up as clock skew in the server doing the measurements. In most cases it will be your private (ADSL) link to your ISP that is saturated; don't upload or download.
