Or traffic-shape to deal with it, but for that to work right, it
requires either lots of spare net->you bandwidth or the cooperation of
your upstream.

If you (generic "you") want to see the sort of thing this can do, look
at my own pool host, 216.46.5.9 - for the last month or so, I've had a
big data transfer in progress over its uplink.  I'm bandwidth-limiting
the transfer, but it still produces a lot of jumpiness in my pool score
(it's application-level bandwidth limiting, not router-level).
