IIUC, openerp-sa provides a service, they don't sell a script.
l10n_fr and l10n_be are certified.
They would cover spanish l10n_ if someone pays for certification, same for 
other modules. This implies the modules to be frozen, which would have side 
effects on V5 's future, else recertification is needed.
I don't understand how their strategy can meet users' requirements, but they 
seem sure of themselves. The picture is complex, I don't thing openerp-sa is 
able to cover all of it, hence I advocated for a community based tool. Btw, 
Openerp-sa might be interested in this tool, if it 'd help them in providing 
their service, else it might be separate business models.
