It sounds like you're asking about Deluge in 1.x, while Razvan and
Mike wrote Deluge for T2.
I'd suggest reading the Deluge paper, by Jonathan Hui and David
Culler, entitled "The Dynamic Behavior of a Data Dissemination
Protocol for Network Programming at Scale"[1].
