The advertisement message you are referring to is for meta-data exchange. This meta-data lets nodes know what their neighbors are missing or can provide. It is difficult to give one or two sentences on how and when this advertisement message is sent out. The Deluge paper does a very good job in explaining this (The Dynamic Behavior of a Data Dissemination Protocol for Network Programming at Scale).
