Could you try setting it to 3 or a little higher instead and see?

PA_Level 3 Output Power -25 , TXCTRL register 0xA0E3

The output power is programmable in 8 steps from approximately –24 to 0 dBm.

Page: 9 , 52 from CC2420 Data Sheet.
