CC2420 accepts all values between 1 and 31.

based on some quick modeling I've done a few years ago it looked like
the TX power corresponded to the amplitude of the signal.

Chipcon claimed that at settings below 3, the signal quality may
suffer.  I have used settings 1 and 2; the lowest achievable output
power was somewhere around -40dBm
