How does one demonstrate that these offenses have in fact occurred?
You seem to be implying either that there are very few sexual offenders, or
that (if in fact each offender victimizes hundreds of individuals) there
should be a severe shortage of victims.
If you said "offenses" rather than "victims", the numbers might seem more
plausible.
