I'm pretty sure it was Ogden Nash.  Still checking...  I went through my
Dorothy Parker Complete last night, and it's not there...

It certainly sounds more like Ogden, who delighted in funny rhymes.  I
recall:

The ostrich roams the great Sahara.
Its mouth is wide, its neck is narra.

and his "Ode to a Baby," which we used to quote when we had lots in the
Diaper Set:

A bit of talcum
Is always walcum.
