I have both written textbooks and reviewed them  I can tell you that legitimate 
publishers pay close attention to those reviews, and I as an author do, too.  
Reviewers have had significant influence on my books,
and I see plenty of evidence that my reviews are taken seriously.

Having said that, I also see considerable commercial impact on which books get 
published, and how they are sold.
