At Texas State the statistical information is considered "public" record and available to anyone who requests it. The written comments are viewed as performance appraisal information for evaluation of teaching and are available to members of the personnel committee and the department chair (and presumably to those higher up in the administrative food chain). Our written comments are made on the same form as the numerical ratings, so putting the information into separate packets would not be doable for us. Policies on this are likely to vary from university to university though as most things with course evaluations tend to vary from university to university as well... for example, here each department is responsible for course evaluations within the department, but I know at some other universities a center on campus are often responsible for a campus-wide course evaluation...
