I imagine that the current standard privacy restrictions would prevent a school from disclosing info about a student's record (though crafty enough person might be able to do so -- but such a person would probably be in the data brokering biz). However, I imagine that one could always check Disseration Abstracts to see if the person's dissertation is listed. I don't know if this is foolproof but if there's a dissertation abstract present, then the person probably got the Ph.D. or equivalent.
