Regarding the anti-spanking campaign, I found the following article in
the San Francisco Examiner on 1/27/99.  It was followed on 1/28 by a
pretty sarcastic editorial in the same newspaper.

I read about this in my local paper via a wire service article.  In that
article, it noted that this Oakland government body was the same one
that had caused the big stir about Ebonics not so long ago, and there
was some concern among some council members that this effort would cause
them to be held up to ridicule and criticism again.

                 The Oakland City Council's Public Safety
                 Committee has voted 2-1 to reject a resolution that
                 would have created a controversial no- spanking
                 zone in the city.

                 Councilmembers Henry Chang and Larry Reed
                 voted down the original resolution on Tuesday.
                 Committee Chairman Nate Miley registered the
                 only yes vote, with Councilmember Nancy Nadel
                 excused from the meeting.

                 An alternative resolution promoting awareness of
                 issues about children, parenting and education was
                 unanimously approved and will be brought back for
                 committee discussion in March.

                 Nadel suggested creative alternatives to proposed
                 no-spanking zone signs, such as literature to teach
                 nonviolent strategies for disciplining children.
