Well, like many students that I have encountered over the years (especially
as a young and then new faculty member at a school), they probably are
trying to see what they can get away from.  I would give them option 3.
Either give credit to whoever did the work and fail the second student, or
if they can't agree as to who did the work and who copied, fail them both.
There is no better way to let students know what is acceptable and what is
not.

Yes, on this issue, I am a hardass.
