We were receiving similar emails a couple of years ago and it was clear that the people sending the emails had zero understanding of the research process.

After discussion (and a change of IRB membership), the language was changed to "no longer allowed to collect data." I wish I could say that the problem is solved but the standards of our IRB seeems to be in continual flux.

You need to get someone appointed to your IRB who understands how research is conducted in the behavioral sciences.
