I don't pretend to know what the original post in this thread was referring
to but on a somewhat related note of relevance to Tipsters especially at
state institutions is the following article in the University of Wisconsin -
Madison's student newspaper "The Daily Cardinal"; see:

The article is about the WI governor's new bill that will radically alter
how the state will deal with unions.  Of particular interest is the following 
quote from the article:

|Further, the bill revokes the ability for all University of Wisconsin faculty 
|and academic staff to collectively bargain.

If I understand the issues correctly, this will mean that the faculty union
at UW will effectively become defunct.  Another quote also raises the
question of what the governor might do if union workers went out on
strike:

|In the press conference, Walker said he has contingency plans in place 
|in case of a labor strike, including the possibility of activating the 
National 
|Guard.

Other sources, such as the Huffington Post, have focused on the possibility
of the National Guard taking over the roles of striking union members.
I'm not sure that the governor is threatening to replace striking professors
with guardspersons but, if he does, I wish them luck, especially in the writing
intensive courses like experimental psych lab.
