I would not recommend teaching confidence intervals before
hypothesis testing but a smart, creative teacher can figure
out how to do a variety of things "out of sequence" in the
statistics course.  That being said, take a look at Geoff
Cumming's book "Understanding the New Statistics" which
takes a very anti-null hypothesis significance testing (NHST)
approach and focuses heavily on confidence intervals,
effects sizes, meta-analysis, and statistical power.  He
has written on the use of confidence intervals by/for
psychologists (a PsycInfo search will turn up useful recent
articles) and provides a software package "Exploratory
Software for Confidence intervals" (ESCI) which can be
downloaded by anyone (it's a nice little program) at:
www.thenewstatistics.com .

I believe that Cumming is providing a workshop on the
"new statistics" at this year's APS meeting, so that might
be something to keep in mind.

I don't agree with Cumming on a number of issues but
what do I know?  My review of Cumming's book will be
in PsycCritiques sometime this year and any interested
person can read about my complaints there.
