The behavior we observe is clearly chaining.
The question is the provenance of this chain:
Is it a new combination of previously learned links (including their 
controlling stimuli) under a new situation, 
or did the combination somehow emerge without any previous history in similar 
situations?
It's the old question:  is any situation ever completely unique?
