Dude -- you're going down a hole here. Connect via the internet.
If the phone line is digital, it can fry the modem in your Tivo box,
which is a bugger to replace. Start a new post on this board asking
how to connect through the internet, and tell us what the hurdles are
for that connection instead of the phone.
A PBX does indeed have pass-through analog lines to support
non-audio devices like fax machines and computer modems. But if your
building is on a PBX, your room doesn't have one of those lines.
That's pretty much a lock. Based on the information you're getting
from your tech people, you're taking an unnecessary risk plugging that
phone into your Tivo box. If you're rich, go for it.
If you're not rich, hook via the internet connection. You'll be
happier anyway.

and model of the phone that is in the dorm. That might tell you what
type of phone, digital or analog. You might try plugging in a
standard analog phone in place of the phone in your dorm. If you get
a dial tone and can dial out it is an analog line and should work
fine with your Tivo. If you do not get a dial tone then I think you
are out of luck.
