No, it's not trivial....it bugs me too. Tivo doesn't 'remove' it...they simply disable it. You can always set it up immediately again. I think when Tivo is doing some negotiating with TV netowrks, advertisera and agencies, the ability to almost completely remove commercials from watching "commerical TV" can be a sticky point. Fast Forwarding thru the commercials is a little more acceptable to the business that makes its money from people watching commercials. My guess is that they've found some middle-ground. Disabling it...but you can set it up again. If Tivo could operate in a world where they did not have to have any contact with commercial networks, or advertising agencies, I think this would not be an issue, and they can simply stay on the side of the consumer.
