I don't see what the point of this draft is.  For anyone who's already made
the switch to TLS 1.3 it's irrelevant, and for people who will have to support
TLS 1.2 deployments probably for the rest of eternity it makes it impossible
to make any changes or fixes.  At best it does nothing, at worst it makes life
very difficult for anyone who has to keep maintaining TLS 1.2 systems.
