Yes, I totally agree. Legislation, which so many think is the answer,
will not work. 

Really, all the current anti-spam countermeasures are stopgaps (TMDA,
spamassasin, etc.). SMTP wasn't designed for the Internet of today,
and must be redesigned accordingly.

What troubles me most about the commercial software industry is their
willingness to ignore the root of the problem because spinning their
wheels with 1001 anti-spam products generates revenue for them. It's
like a mental hospital who keeps their patients from getting well,
to keep themselves in business.
