Often RBL services use this technique as leverage to get the guilty parties cleaned up since the innocents are bound to make a large stink about it. Ironically, my server (which hosts tmda.net, gnus.org and others) is currently blacklisted by spews.org. My ISP has thousands of hosting customers, and a few of them started spamming. So, spews blacklisted their entire network address space, me included. Spews is almost impossible to communicate with, and it doesn't look like the situation will be resolved anytime soon.
