Can you show the contents of your incoming log file? Do you see a file in your home directory that starts with TMDA_ERROR... something like that in all caps? That would be an error file that is generated if there are errors in your configuration that prevent it from being executed at all. Also try removing the first line from your .qmail file and make sure that mail can get to your inbox at all before getting it to TMDA, so you can rule out a configuration problem with qmail. If you are getting mail to your mailbox with no problem, and then add back in the line that points to tmda-filter and you are still having problems, make sure that your ~/.tmda/config file is readable and is set to the proper permissions. Oh and speaking of permissions, make sure that you have execute permissions on tmda-filter. Those are the places I would start looking.
