Forgive me if I'm forgetting the nature of your problem, but how about
just upgrading Sendmail instead of dumping it?

Also, another option would be to install another server specifically
for TMDA with a more modern MTA like qmail, Exim or Postfix.

How about Python?  TMDA does tons of rfc822 parsing with the email
package (http://www.python.org/doc/current/lib/module-email.html).

Perl would also be a good choice if you're more comfortable with that.
Any high-level language with an rfc822 parsing library would be what
I'd choose for the task.
