That's a bit of a strange configuration.  Is there a need for TMDA to 
protect the messages twice?  It seems to me that if you put TMDA in a 
single place (the primary server) then messages would all eventually 
pass through TMDA.

You might consider using TMDA's ability to access a database for 
confirmation and whitelist information.  This would allow you to store 
lists and other configurations in a central place that is accessible 
from both servers.
