I don't have a good idea either.
One thing I suspect may be related is the relatively low level of
popularity of Python in Japan (which I've heard may be changing).
Relative to Perl, Ruby, and PHP, that is [1].
When I was still doing such things, Python had pretty miserable
support for Japanese -- as a temporary quick-and-dirty hack, I ported
Perl's Kconv so it was at least possible to convert among EUC-JP <->
ISO-2022-JP <-> Shift-JIS [2].
I don't have a good idea of the status now, but as far as timing goes,
I think Python missed a big chance in Japan (not to suggest it was the
only chance) to become widely deployed.

[1] Don't have concrete numbers so please take w/ grain of salt (-;
[2] The Python Kconv appears to have undergone significant changes by
other authors since then so I imagine it can do more and in a
better fashion.
