By default, no.  If the qmail server has anything like the badrcptto patch
applied then the recipient may be blocked at the SMTP level.  Also, there
are now some patches floating around the vpopmail list that allow qmail-smtpd
to reject messages destined for nonexistant vpopmail users.

But again this is getting away from TMDA.
