Did we ever reach a conclusion about doing this?  I'm surprised I
didn't do it if we'd agreed on it, which makes me wonder.  I seem to
recall (and I could be completely in error) that we added the various
BOUNCE_TEXT_* variables as a "solution" to this problem, but those
don't address the full issue, as you are pointing out.

Anyhow, I'm for it.  It should be trivial to add to FilterParser.py.
Just move the 'bounce' text in the 'in_action' regular expression
inside the parenthesis with 'deliver', 'ok' and 'accept'.

    (?: bounce | deliver | ok | accept)

The real work is in tmda-rfilter, of course.
