I disagree with this. As has been posted to the list, there are plenty of
older fics that have never been nominated and/or won.  Why not just exclude
stories that have already won or been nominated recently?  Before the
nominations start, post a list of previous winners/nominees and state that
they are disqualified.

Just one person's opinion <G>.....

 Three years?  Heh, I've got one that I've been working on since late 1996.
And another that I began in June/97.
