Hi KS Rao, Your issue is not too complex, pay visit to the appropriate govt offices and submit requests for the name change.
We have so many other main issues. Please pay visit to the govt offices and follow the process required. Please do not pay any extra amount and insist for the bills for what ever you pay. I got my electricity bills changed to my name from builder name with nominal free ( Rs 25/-). you have to visit APCPDCL customer care service centre, near to your house. Most of the clerical employees or attenders in offices do not know the standard processs. so we need to have little patience and get things done. I waited for 8 months to get water connection while all of my neibhours got connections directly (wihtout any process, but they might hv to pay fine later). people wanted extra money but i didnt pay anything extra. well, india will not become some other country overnight. we have to make it better by our deeds. so please go ahead and spend time to get things done. after all u r making ur own work done.
