Any one tried this link?, here are my thoughts about APIC.
AP state information commission is of not much use for RTI. they never act properly and take ages to process appeals. many times they don't even send letters properly. They simply blame on postal department. APIC has nothing to do with what we do with information, users can ask any information. There are many genuine cases where PIOs didn't act properly but not many of them are penalized. Yes, govt departments find it difficult to gather information, but that simply means that they do not posses what are are supposed to do. There is lot of scope for computerization. Imagine, if a PIO has to run a simple DB query or do a search on a web application to retrieve the RTI information, that will be great isnt it? That should be the GOAL for government departments. information commissioner designation is like an asylum for political/relatives of political leaders. they don't work seriously on RTI requests.
