Harinath is 100% correct. For any Act or for that matter for any good 
thing there are many people who will misuse it. We cannot avoid such 
people. 

Firstly, the Law suggests to employ upto 10 Commissioners but we (AP) 
have only 4 Commissioners. See there are many clauses that help the 
PIOs to deny information. 

You are definitely right that we have to ask for proper and required 
information and should use it. Fine. But if Govt. maintains records 
properly and first of all put up for display or access all the 
mandatory disclosures, there will not be any scope to file RTIs for 
basic and regular requirements.

As Harinath mentioned if we computerize our system and use technology 
to optimal extent, it solves many problems.

In fact, people didn't understand the RTI Act in its proper sense. 
There is a lot of scope to put it to good use for the progress of our 
Nation and above all to reduce corruption. It is our responsibility 
to create awareness among the people about the correct usage of the 
Act.

We also can use the Grievances Web site you mentioned. This can be 
complementary option.
