Ok, lets analyze this:

mod_webapp development is going on in 4.0.

You are saying you are going to back port mod_webapp to 3.x and then fix
bugs in it and "try" to get the changes back to the main development tree.

What if Pier is working on it in 4.0 and you are finding the EXACT same bugs
in your backporting and you both fix the same bug? That is called a
"Conflict" in CVS.

What is wrong with this picture? Do you see the duplication of effort there?
