Definitely possible. Not as unlikely as you think. I know of shops that put a whole bunch of users on the same IP.

Then there are schools that put a hundreds of classroom machines on one IP.

If it is the same IP address, it probably is the same person.  The
alternatives are highly unlikely, if possible.
