Moving Tomcat might help, but if you are getting an apache 404, that means that Apache doesn't know what to do with http://localhost/examples, even though your httpd.conf clearly has a virtual host for localhost and the requisite JkMount statements.
The next thing I would try is just taking mod_jk.conf and including it into httpd.conf globally, without using the Include directive. For some reason, its possible Apache is choking on a VirtualHost named "localhost" but I don't see why that would be the case. What do the Apache error or access logs say when you make a request to /examples?
