Someone else may have already said this, but the file:// needs to be file:/// -- file:// is your protocol, like http:// *then* you start the path which is /usr/local/tomcat4/webapps/DurlingSite.war! hence the *three* slashes when you join those bits together: jar:file:///user/tomcat4/webapps/DurlingSite.war!
