How about similar rules to what Bart suggested for executables:
1) libs/headers with identical names will appear with their
original (conflicting) name in /usr/gnu/lib, /usr/gnu/include
(analogous to /usr/xpg*/lib, /usr/xpg*/include)
2) add libraries/headers with unique names and adequate
stability into /usr/lib, /usr/include

Same as above? /usr/share/man unless there is a conflict,
/usr/gnu/share/man otherwise?
