Of course it's possible.  VIM is currently delivered by the Companion;
moving it to SFW is likely to be manageable.  Please file a bug,
discuss the details if necessary on sfwnv-discuss, and submit a
sponsorship request when you believe you're ready to move forward.
This work will require an ARC case; one of the problems you will have
to address is the conflict with the existing /usr/bin/view.  Perhaps
this will help to settle some of the broader issues raised around
/usr/sfw and conflicting names.

I noticed another comment about delivering this as /usr/gnu/bin/vi.
Indeed, that would seem desirable given that most of today's
widely-used GNU systems deliver VIM as /usr/bin/vi.  However, doing
this would require either making significant modification to Stephen's
existing case or seeking an exception in your VIM-specific case.
Also, at various times in the past, GNU systems have been delivered
with different editors (such as elvis and nvi) as /usr/bin/vi, and
some (such as Gentoo) don't deliver any /usr/bin/vi in their base
system.  This seems to illustrate the wisdom of Stephen's decision to
limit /usr/gnu to actual FSF-sponsored components, despite its
common-case drawbacks, as well as the error inherent in saying "Linux
has it" when in fact it has nothing to do with Linux and not all
GNU/Linux distributions, to say nothing of GNU/Hurd, agree.
