And a non-trivial number of those not required to be fixed for integration
ended up in bugster: thus the request that whatever is used, an eventual
migration over to bugster is both complete enough and trivial to do.

Is this intended merely as a stop-gap measure until bugster is fixed?
Especially awkward is when a project gate fixes a bug in a different category,
or marking such a bug as relevant to the project via keywords.

The problem as I see it was using the "official" category rather than what we
use: development/kernel/xen
