Yes, that's true. Using something other than Bugster allows non-Sun
contributors to have full access to *project* bugs, but it doesn't do
anything to solve the problem of giving equal access to bug reports
after integration.
I don't know if access to project bugs by itself is valuable enough to
justify the pain of having two different bug tracking systems.
