It should be designed in from the start and coded as a:
"return(moderated-OK)" function.  That won't slow down the initial
implementation.

It's important that the cost of entry for someone to submit/modify a bug
report be low - since the more talented developers are usually short on
time and allergic to anything that looks or behaves like a pre-printed
form or bureaucratic process!
