As I mentioned to stevel on IRC, the problem we'd have is that the Xen gate
occasionally imports huge numbers of changesets from upstream as we move to new
releases, so it's not a one-time thing.

That is likely to apply to any project targeting ON.

It is unlikely any of us would run the master project gate 'live' against the main ON repository. The resync isn't trivial enough in ON due to so many shared Makefiles that non trivial projects need to touch.

Could we have both hooks, one of which fires if there's less than a certain
number of changesets?
