Justifications, when used properly, are a good thing in Bugster,
and force people changing priorities to _think_ about why the new
priority is right and the old one was wrong. Bugzilla doesn't
seem to have this.
I've seen this requirement in a few different forms. Danek mentioned
lack of an evaluation field, you like the Justification & others search
for the workaround. It seems like "labeled notes of different types"
is needed.
