I've looked, and I don't see anything like that in the user interface.
Perhaps I haven't looked in the right places, though, or maybe it's
just that our version is too old.  I don't see anything related to
"security."

The sort of feature we need is the ability for the person filing the
bug or anyone editing it to set a flag indicating that the bug has
"security implications" and thus must be handled carefully.

I was confused by the change of the field type when there's exactly
one "Version" value available.

I don't think I agree.  Yes, a "Default Cc" would help make sure that
person gets a copy of the bug, but it doesn't clearly identify who has
reponsibility here.  If you want to call it "default contact" or some
such, rather than "technology owner," then that'd be fine.

At least in Bugster, it's a role that's quite distinct from being the
RE/Assignee.

What I would like to have is something equivalent to that field.  The
usage model is that if I either file a bug or search and locate an old
bug, I can always contact someone "responsible" for the bug directly
and ask questions (such as "do you think you will ever have someone
work on this?"), and I can do so without adding noise to the bug
report itself.  The only reliable thing I can do with Bugzilla today
is add yet another comment saying "hello? anyone home?" -- which more
often than not just adds to the chaff.
